Philip was born in Hesse-Darmstadt, Germany and became a naturalized citizen of the United States of America on July 19, 1856. He married Pauline Louise "Paula" Blumhardt in 1872. They raised six children in Philadelphia, Pennsylvania, USA. Philip was a policeman with the twenty-fourth district in Philadelphia. He died an accidental death while in the line of duty. He died in the Episcopal Hospital after he had attempted to jump across a ditch near Tioga Street and the Pennsylvania Railroad. He fell and fractured his right leg. He was 42 years old and was appointed in January 1874.
