Billy Earl Scott was born on 16 April 1939 in Salem, Marion County, Illinois, to Earl Sylvester and Twylo Florence (Simmons) Scott.

He passed away in St John's Hospital, Tulsa, Tulsa County, Oklahoma on 25 February 2016. Billy had surgery on 17 February 2016, on 20 February 2016 (Saturday) at 4:00 A.M. his heart stopped and he was revived. He remained in a coma until he passed away on 25 February 2016.

He was preceded in death by his parents, one daughter, Debra, grandson, Justin Levi and two great-granddaughters.

Survivors are his wife, two daughters, a son, two sisters, a half-brother, one step-daughter and one step-son. He is also survived by his maternal aunt and a paternal uncle, and many cousins and friends.

Billy was a member of the Crossroads Baptist Church in Beggs, Oklahoma. He enjoyed singing in the church and wherever there was a group singing. He loved his family, and enjoyed life to the fullest. He will be missed by his family and those who knew and loved him.
